These are the perfect slacks. No label. I am guessing that they are 1980s done in a 1940s style but because there is no label I can’t say for sure?!
Fabric feels like a cotton gabardine, a little on the heavier side but not stiff. Great details like high waist, double button, cuffed legs and overall flattering shape — not too tight and not wide legged.
If these fit me I would probably wear them 3 days a week! They are that kind of wardrobe staple! So classic, elegant and beautiful.
True navy blue (most accurate in second photo) — no fading. Looks like there might have been buttons on the pocket flaps at front at one point. Reference last two photos for flaws, one small hole at front and a small hole on the back of left leg at crease (zoom in to see on last pic). Not very noticeable. Is clear that these were well loved but also well taken care of!

**I recommend being smaller than the measurements for most flattering look because these are meant to have a looser fit. I am exactly a 26” waist and I tried to squeeze into these but couldn’t 💔 there is seam allowance at back of waist (visible in pic) but I was reluctant to let anyone - even a really good seamstress - mess with the shape of these. They are really perfect.
